وَلَوْ شِئْنَا لَبَعَثْنَا فٖی كُلِّ قَرْیَةٍ نَذٖیرًاؗ
Walaw shina labaAAathna fee kulli qaryatin natheeran
Translations
And if We had willed, We could have sent into every city a warner

If We willed, We could raise up a warner in every village
